Remember: The Iraqi sanctions were due to end as WMD had not been detected. Had they been allowed to end Hussein would have had total control of his oil reserves and the ability contract for their development by non-US oil countries. Probably the major importance of Iraqi oil was keeping it off the world market to allow Saudi Arabia to control oil prices.
